Summary:

The appellant sought access to a complaint letter. The Alcohol and Gaming Commission of Ontario (AGCO) denied access pursuant to the third party commercial information exemption at section 17(1) and the personal privacy exemption at section 49(b). In the course of adjudication the appellant advised that he did not seek access to personal information except where it relates to the “complainant”. The AGCO is ordered to disclose to the appellant the portions of the letter that contain only his personal information. Section 17(1) does not apply to the information in the complaint letter. The balance of the personal information in the letter is exempt under section 49(b).
